For an average healthy adult, normal fasting blood glucose is usually below 100 mg/dL, and postprandial (after meals) blood glucose should be below 140 mg/dL. Statement b is correct, while statement a's upper limit of 70 mg/dL is too low for fasting (normal is roughly 70-100 mg/dL, making 'पर्यंत' misleadingly absolute).
