A geostationary telecommunication satellite has an angular speed equal to Earth's rotational speed, so its relative speed with respect to Earth is zero (statement a). Because its relative speed is zero, it appears stationary to an observer on Earth (statement b). Thus, (a) is true and correctly explains (b).
