Let total adult voters = 100. The second statement says 80% did not vote in favour of the library, so only 20 people voted FOR it (x = 20). The first statement says that among everyone who actually cast a vote (for or against), 80% voted for it: x = 0.8(x + y), which gives x = 4y. With x = 20, y = 5 -- so 5 people voted against. The remaining 75 never voted at all. "Opposed to the library" specifically means people who voted against it (5 people), not everyone who simply didn't vote for it -- so the answer is exactly 5%.
