a)राष्ट्रपतीच्या शिफारिशिवाय नवीन राज्य निर्मितीचे विधेयक संसदेच्या कोणत्याही सभागृहात मांडले जाऊ शकत नाही. / No bills for the formation of new state shall be introduced in either house of Parliament except on the recommendation of the President.

b)राष्ट्रपतीने असे विधेयक संसदेत मांडण्यापूर्वी विशिष्ट कालावधीमध्ये संबंधित राज्य विधिमंडळाने आपले विचार मांडावेत यासाठी पाठविले पाहिजे. / The President before introducing the bill in the Parliament shall refer it to the concerned State Legislature for its views within a specified time limit.
