Only c is correct✓ Correct

1)convince the women that it is their duty to participate in Guru-Seva for earning blessings for the prosperity of their families.
2)seek a written complaint from each woman and send appropriately worded notices to the concerned families that forcing any member of the family to participate in such a programme against his or her will is illegal.
3)convince the women that it would be better to tackle their own family problem with the help of an NGO working towards eradication of superstitions.
4)take the help of NGOs, schools and colleges to organise a campaign in the district to make people aware of the fact that it is illegal to force persons to participate in such a programme against their will.✓ Correct

Forcing anyone into a religious programme against their will is illegal, and these women are unlikely to be the only ones facing it. A district-wide awareness campaign with NGOs, schools and colleges protects them and everyone in the same position, which is why it earns full marks. Notices to individual families (2) help only this group, sending them to an NGO alone (3) shifts the police's job, and urging them to comply (1) earns zero.
