18 नोव्हेंबर, 1899 रोजी दिनशॉ वाचा यांनी दादाभाई नौरोजींना पत्र लिहून काँग्रेसच्या अपयशांची मीमांसा केली. Dinshaw Wancha wrote a letter to Dadabhai Naoroji on 18th Nov. 1899 to convey the failure of Congress.
