The Speaker of Lok Sabha does not hold office during the pleasure of the President (a is wrong). It is mandatory for the Speaker to be a member of the House at the time of election or soon after (b is incorrect as per strict constitutional conventions, though they must be chosen from members). The Speaker presides over joint sittings of both houses of Parliament (c is correct).
A panel of Chairpersons is elected by the Lok Sabha from amongst its members.
A member of the panel of Chairpersons can preside over the Lok Sabha when the office of the Speaker or the Deputy Speaker is vacant.
In absence of the Speaker, the Deputy Speaker and member of the panel of Chairpersons, the Speaker's duties are to be performed by a member appointed by the President.
The panel of Chairpersons for the Lok Sabha is nominated by the Speaker, not elected by the members (Statement a is wrong). They can preside when both Speaker and Deputy Speaker offices are vacant (Statement b is technically incorrect as the Speaker nominates them, but more importantly, when both offices are vacant, the President appoints a member under Article 95). Statement c is incorrect because the President appoints a member only when offices of Speaker and Deputy Speaker are vacant, not panel members.
